Are highlights safe? (Hair Color)

Mom,

Developer is the liquid ingredient that opens up the cuticle of the hair. A very low volume developer may be 10 volume (and may contain no ammonia), but it's mainly used on temporary color. A 20 volume is still considered low, but
enough to lift color or deposit permanent color and still be gentle in the scalp.

I know this because my mom is a hairstylist. ;-)
