Hairsite and everyone (Telogen Effluvium)

I have read that when you have TE for whatever reason, the hair that falls is replaced by another shortly thereafter. Is this true!?? if so, then how come those that have TE can see more scalp then before, if the hair is replacing itself, this should not be the case, should it??
