Rogaine does not work for everyone but I think it is definitely worth a try since there are not that many options for women hair loss out there. The key ingredient in Rogaine is minoxidil. Minoxidil is dose dependent. Where possible, go with 2% Rogaine first before you jump right into the 5%.
And YES, the foam is far better than the spray although I don't think the foam is available in 2%.
You should see results in 3-6 months. It may not necessarily regrow any hair for you, but it does a good job maintaining existing hair count for many people.

Not every person experiences regrowth the same way. Sometimes fine vellus hairs are all that you get. Others have seen terminal hair growth.
