If you are going to use Rogaine, use the foam, that makes a big difference, it does not contain propylene glycol and many people are very pleased with the foam.
As for shampoo, use Nizoral, despite popular belief that this is for dandruff only, Nizoral is anti inflammatory and is also a mild antiandrogen. It can leave your scalp dry so most people use it for no more than twice a week.
