Because we already have finasteride and dutasteride. Nobody wants to spend millions of $$$ for FDA approval just to re-invent the wheel.

It seems to me that there would be no reason for developing any more of these things just to inhibit DHT.

Finasteride already targets DHT#2 about as well as anything probably ever will. And the side effects are the result of the drug's primary effect, so I see little hope of sidestepping them with any variations on the drug action.
