The (histopathological) pic below shows such an "in cist-like structure encapsulated follicle".

In fact, the pic shows a small vellus hair follicle which is dwarfed by the adjacent sebaceous gland. It shows what Dr. Cosarelis and his team recently found within the skin samples they got from (bald) hair transplant patients. So it's not surprising that they still could find hair stem cells within these samples. But there is a big problem (besides many other/additional problems)...
Everybody knows that when terminal hairs start to convert to vellus hairs (and stay vellus hairs) - you go "bald" - but all these many vellus hairs are still there in your scalp, meaning, you're actually not "slick bald", even it looks like that. That's the earliest change.
In the next phase, after an unkown timeline, these vellus hairs become not a part anymore of the erector pili muscle structure, which holds together healthy terminal hairs producing follicular units (2-4 follicles). But the decrease in size in general of the erector pili muscle(s) is typically somewhat slower than the rate of follicular atrophy. The latter means, that an additional nutrition support is gone for such weak vellus hairs; additionally, because vellus hair follicles and the dermal papillas typically do not contain capillaries anymore! But all these tiny vellus hairs can still survive for a long time, like a (useless) maggot in a bacon. Anyway, this is the phase where scientists believe that in theory you still could reawake such tiny vellus hairs to thick terminal hairs again.
In the very advanced stage -and this is also known- such (scalp)vellus hairs simply disappear, and leave just a hyaline or sclerotic dermal strand in the skin. The latter is definitely the "point of no return" phase. In other words and to summarize all the above, bald guys have BOTH in their scalps - lots of tiny vellus hairs as well as "Game-Over-Follicles" - mostly both, depending on age, timelines etc.

Abstract: This mentored clinical scientist career award (K08) application proposes a 5 year research and training program to transition the principal investigator towards an independent RO1 funded academic dermatologist. While concurrently emphasizing clinical and research skill development, this grant will allow the principal investigator to develop a robust research program and line of inquiry for continued study of prostaglandin biology in skin with an emphasis on hair biology. The scientific proposal focuses on the prostaglandin synthase L-PGDS which produces PGDa. We have discovered correlations both in mouse (K14-COX2 transgenic) and man (androgenetic alopecia) of elevations in PGDa levels and the phenotype of hair miniaturization and sebaceous hyperplasia. Our hypothesis is that PGD2 mediates these effects. We propose to investigate transgenic and knockout mice with altered PGD2 signaling to establish causality and mechanism. Finally, based on current literature, we hypothesize that the mechanism of PGD2 mediated hair follicle miniaturization and sebaceous hyperplasia is through bias of hair follicle stem cell fate from hair keratinocyte towards sebocyte lineage. We will test this through the use of lineage mapping of hair follicle stem cells. The principal investigator is an MSTP trained MD-PhD with 15 years experience in biomedical research and is board certified in dermatology since completion of a residency in 2005. George Cotsarelis, MD, a world authority on hair biology, and Garret Fitzgerald MD, chairman of the Department of Pharmacology, will serve as co-mentors for the principal investigator´s scientific and clinical development. Dr. Cotsarelis was co-discoverer of the stem cell niche in the hair follicle, an internationally recognized expert on the clinical care of hair disorders and an experienced mentor of numerous postdoctoral fellows, many of whom have become established researchers in dermatology and hair biology. Dr. Fitzgerald is an internationally renowned expert in prostaglandin biology who is also the director of the translational medicine institute (ITMAT). This interdisciplinary proposal will capitalize on the expertise of two established and highly regarded physician scientists yielding a unique niche for the future independence of the principal investigator

the way I see it, this sounds like the grant which allowed research on PGD2 and PGD2 knockout mice, which led to Garza and Cot's recent publication on PGD2 and hair loss. The completion date is not over, let's hope that more will arise from this grant. Considering the success they had, I'm sure they will have no difficulty getting further private or public grants.

Yes, thats the link! I think they finished their testing a little earlier than expected so I dont see them releasing any more info. Have you had any luck locating additional info on that abstract.
