What dissolves topical ingredients? (All Topicals & Shampoos)

I know that everclear and ethyl alcohol do the trick, but I'm having trouble finding them here. Anything else you guys can recommend? Does DMSO dissolve capsules, etc? I'm gonna use DMSO anyway, just not sure if it actually dissolves other substances.
