Dear tembo,
A simple thumbrule -
For purpose of naturalness and coverage, the scalp hair is the best, the beard hair comes a close next.

The remaining body hair is best chosen based on the degree of robustness, rather than the location alone.
Some people have better pubic and axillary hair and hardly any chest hair.

There is also the issue of recipient site -
Coarser beard hair will not suit the hairline and temple areas in most, if not all, patients.

The finer calibre thigh or arm hair may make a better choice for creating the feathered zone in certain individuals.

In end, the doctor and the patient have to sit down and plan which hair will be best for which location keeping all the hair characteristics in mind.
