If you mean why they would deny that it's effective for use as a hairloss drug, what they've said isn't really a denial. It's just a statement that they haven't found any such connection. It doesn't say whether they were looking for one or not, and logic tells me that if they were testing this for something completely unrelated to hairloss (allergic flushing and inflammation), then they in fact NOT looking for a connection to hairloss and were totally oblivious of one. They wouldn't have paid attention to which trial patients were losing their hair or not, and the time frame for observing hair loss improvement is much longer than the one for observing lack of flushing in the skin.

It looks like they heard about the connection only later, from Dr. Cotsarelis' research, and then someone asked them about it. They had to give a reply, but gave a careful one: "We didn't notice any connection". This was truthful, but it left out a lot more than it said. Specifically, it left out the fact that they weren't looking for a connection. So it's a non-denial denial, which is a common strategy used by corporate PR departments to carefully cover themselves legally.
