The process takes cells from the follicle, multiplies them outside the body. They are then implanted back into the scalp where they bind back with existing, albeit miniaturized follicles, inducing them to grow healthy hair again. The concept of multiplication is no more than the ability to "divide" a hair follicle into perhaps 5~20 follicles worth of stimulating cells. There is no "plugginess" associated outside of the question of minor clumping of better growth here and there.
